Dear Nathan, The code of the simulator is not publicly available yet and we do not plan to release it in the short-term. However, you can ask us any detail about the simulations we did to generate our public datasets. Please, find some information in our paper: K. Rusek, J. Suárez-Varela, A. Mestres, P. Cabellos-Aparicio, "Unveiling the potential of Graph Neural Networks for network modeling and optimization in SDN", In ACM Symposium on SDN Research (SOSR), San Jose, USA, Apr. 2019. In Section 4.1 (Simulation setup) you can find some details about how we generate the traffic and measure the delay and jitter. Please, let us know if you have any doubt on this.
