They are talking about Eckford team (you have to go see the paper to realize). They have been working on it for some time, but they encode the information on the time of release of molecules. Which is not that feasible in my opinion (in 3d space is very unlikely that brownian drift will bring the molecules to you, that's why they usually do 1d case) and is not so related to quorum sensing as the article pretends.
