The reference points to Proceedings of the 2019 ACM CoNEXT 2019 Student Workshop, Orlando, USA, December 2019. I have had a look here: https://conferences2.sigcomm.org/co-next/2019/#!/accepted-papers But I don’t see the paper. I can’t find it with a Google search either.
